Municipalities rights for regulating unoccupied buildings.

Subject I want to study what cities can do to protect property owners who are adjacent to unoccupied buildings.  Currently cities have rights for abandoned buildings, but the unoccupied buildings become a nuisance for neighboring property owners as the buildings
