OKLAHOMA CITY – Senator Avery Frix, R-Muskogee, announced today that he would be withdrawing Senate Bill 1774 from consideration for the 2026 Legislative Session.
“This bill was crafted in collaboration with local law enforcement in response to a heartbreaking incident in our community, where an elementary-aged student gave birth after not receiving adequate medical care throughout the pregnancy,” Frix said. “Prosecutors and law enforcement helped shape this legislation to protect children by allowing for their removal from potentially unsafe situations until an investigation confirms it is safe for them to return to their parents or guardians.”
In recent weeks, Frix said he has heard from constituents, advocacy organizations, and parents across the state who raised concerns about the measure. He also noted that the Department of Human Services did not request this legislation.
“Senate Bill 1774 was intended to protect children, and that objective remains a top priority for the Legislature, as well as for local law enforcement and judicial officials. However, after discussions with many Oklahomans, it has been brought to my attention that this bill could erode parental rights,” Frix said. “For that reason, the decision was made to withdraw the bill to allow for further discussion and refinement to ensure children are protected without unintended consequences.”
Frix added that he looks forward to continued discussions with MOHA and Oklahomans for Health and Parental Rights regarding potential policy changes to protect vulnerable children, while upholding parental rights and due process.
