Sen. Burns Files Legislation to Strengthen Verification in Groundwater Permit Applications

OKLAHOMA CITY – Senator George Burns, R-Pollard, filed legislation Thursday to update Oklahoma’s groundwater permitting process by requiring applicants to provide basic identity verification when seeking a permit to use groundwater.

The bill would require individuals applying for a groundwater permit to submit documentation showing a valid, unexpired Oklahoma driver license or a valid United States passport as part of the application process with the Oklahoma Water Resources Board.

“This is a straightforward update that strengthens the integrity of the groundwater permitting process,” Burns said. “When we’re talking about access to a critical natural resource, it’s reasonable to ensure applications are tied to verified individuals and accurate records.”

Burns noted the legislation does not change groundwater rights, usage limits, or existing permitting standards. Instead, it clarifies application requirements to support consistent administration and oversight.

The measure is a refiled version of legislation considered last session and reflects continued efforts to ensure transparency and accountability in water permitting.

If approved, the bill would take effect July 1, 2026, and includes an emergency clause.
