OKLAHOMA CITY- Senate Bill 912, by Senator Paul Rosino, R-Oklahoma City, became law this week. The measure aims to meet the evolving needs of the space industry and position Oklahoma as a national leader in space exploration and innovation by merging the responsibilities of the Oklahoma Space Industry Development Authority (OSIDA) within the Oklahoma Department of Aerospace and Aeronautics (ODAA).
“Oklahoma is well-positioned for a strong future in the space industry, with existing infrastructure that provides a solid foundation as we launch into this emerging field,” Rosino said. “By building on our strengths in aerospace and defense, capitalizing on our strategic geographic location, and attracting targeted investments in cutting-edge space technologies, we are positioning ourselves as a national leader in space innovation. I look forward to seeing this legislation take effect and drive tangible results for Oklahoma’s economy and workforce, while also affirming our state’s role in advancing our nation’s space capabilities.”
Lt. Governor Matt Pinnell emphasized the significance of the bill in enhancing Oklahoma’s strategic approach to aerospace innovation and promoting economic growth.
“With Senate Bill 912 becoming law, Oklahoma is a taking a bold step to unify and strengthen our approach to aerospace innovation,” said Lt. Governor Matt Pinnell. “This legislation sends a clear signal that Oklahoma is not just participating in the space economy—we intend to lead it. By leveraging our infrastructure, world-class workforce, and growing reputation in aerospace, we’re unlocking new opportunities that will drive investment, job creation, and technological leadership for years to come.”
Senate Bill 912 will help pave the way for the use of the state’s existing infrastructure, including tapping into the potential of the Oklahoma Air and Space Port in Burns Flat.
Rep. Nick Archer, R-Elk City, who represents Burns Flat, served as the House author of Senate Bill 912.
“The space revolution is well underway in Oklahoma. Aerospace is the fastest growing and second-largest industry in the state, and we are poised to lead this sector in research and development on an international scale. Senate Bill 912 supports this effort by better aligning our resources, talent and vision to support innovation and long-term growth. I was glad to work with Senator Rosino to strengthen our state’s position as a serious player in the industry and ensure that Burns Flat and Oklahoma remain a hub for opportunity and advancement.”
ODAA has majorly contributed to the growth of Oklahoma’s aerospace and aviation industries, now the second-largest and fastest growing industry in the state. By restructuring the OSIDA board, Oklahoma Aerospace and Aeronautics Commission members will assume the responsibilities of governing OSIDA and become board members, allowing them to apply their proven strategies to the space industry.
SB 912 also expands the Oklahoma Aerospace and Aeronautics Commission from seven to nine members, with one appointment made by the President Pro Tempore of the Senate and one by the Speaker of the House.
The provisions of Senate Bill 912 will officially take effect July 1.
