OKLAHOMA CITY — Today, Senate Bill 1895, authored by Senator Aaron Reinhardt R-District 37, received unanimous approval (10-0) from the Oklahoma Senate Education Committee, advancing to the next stage of the legislative process.
Senate Bill 1895 would require public school districts in Oklahoma that are eligible for the U.S. Department of Agriculture’s Community Eligibility Provision (CEP) but choose not to participate to submit annual notifications to the Oklahoma State Department of Education explaining their decision. The first notification would be due by September 1, 2027, with subsequent annual reporting required by the same date each year thereafter. The notification must include the reason the district elects not to participate.
The federal Community Eligibility Provision allows eligible districts to receive federal meal reimbursements in exchange for offering free breakfast and lunch to all students at participating school sites. The measure provides transparency around a district’s decision to opt out of this program so state education leaders can better understand participation trends and barriers.
“Ensuring our schools are fully informed about federal nutrition resources and accountable in their decisions is critical,” said Senator Reinhardt. “This measure provides clarity on why eligible districts may decline participation, helping policymakers identify gaps and support students’ access to nutritious meals.”
Senate Bill 1895 is now eligible for consideration by the full Senate.
