Pro Tem Paxton, Sen. Rosino Comment on Conclusion of Pinnacle Plan

OKLAHOMA CITY – Senate Pro Tem Lonnie Paxton, R-Tuttle, and Senator Paul Rosino, R-Oklahoma City, released the following statements after a federal court has declared that the Oklahoma Human Services (OHS) has fulfilled its obligations under the Pinnacle Plan.

According to information released by OHS, the state is no longer subject to the oversight of child welfare monitors and other provisions instituted through the Pinnacle Plan.

“The conclusion of the Pinnacle Plan marks a defining moment for Oklahoma’s child welfare system,” Pro Tem Paxton said. “Over a decade ago, our state faced serious challenges in ensuring the safety and well-being of children in foster care. Through strategic investments, dedicated reforms and the tireless work of child welfare professionals, we’ve drastically reduced the number of children in state custody, improved placement stability and strengthened family support services. This achievement reflects our commitment to ensuring every child has the opportunity to grow up in a safe, stable and loving environment. I applaud and congratulate everyone who has put in the work to get where we are today.”

“Oklahoma has come a long way in strengthening child welfare services since the Pinnacle Plan was first implemented in 2012,” Senator Rosino, who serves as the Senate Health and Human Services Chairman said. “At the time, our foster care system was under immense strain, with over 11,000 children in custody and too few resources to provide the stability they deserved. Today, thanks to a decade of reform, and many caring people, that number has nearly been cut in half. We’ve built a stronger, more accountable system that prioritizes permanency, safety and family reunification. While external oversight has ended, our responsibility to protect and support children in need continues. We will remain vigilant in ensuring Oklahoma families have access to the resources and support necessary to thrive.”

Both leaders share their gratitude to everyone who has been or currently involved with the Pinnacle Plan, including OHS Director Jeffrey Cartmell, former Senate Pro Tem Greg Treat, Representative Jason Nelson, Senator Kim David, Senator AJ Griffin and Governor Mary Fallin.
