The Senate Appropriations Committee approved legislation Wednesday to construct a new state health lab. Sen. Kim David, R-Porter, is the author of Senate Bill 236 to authorize the Oklahoma Capitol Improvement Authority to issue nearly $59 million in bonds for the construction of the new facility.
David said the lab has faced losing its accreditation since 2008, which would be detrimental and extremely costly for the state, and this year the legislature must act.

Kim David is the author of Senate Bill 643, also known as the Impaired Driver Elimination Act 2 (IDEA2), which is strongly supported by Mothers Against Drunk Driving (MADD). The legislation would create the Impaired Driver Accountability Program (IDAP) within the Department of Public Safety (DPS).

A bill to strengthen Oklahoma’s human trafficking laws and better protect underage victims was signed into law Monday. Senate Bill 34, by Sen. Kim David and Rep. Scott Biggs, provides that lack of knowledge of the age of the victim does not constitute a defense for the human trafficking of a minor.

Gov. Fallin recently signed legislation to allow certain military members to carry a handgun without a handgun license. Sen. Kim David is the author of Senate Bill 35 and says military members’ extensive training with weapons makes the requirement of having a gun license unnecessary.

The Senate gave approval Thursday to a measure aimed at protecting services for the state’s most vulnerable citizens. Senate Bill 694 shields several programs administered by the Department of Human Services by mandating their FY 2016 funding levels must remain unchanged through FY 2017. Sen. AJ Griffin, R-Guthrie, Sen. Kim David, R-Wagoner, Rep. Jason Nelson, R-Oklahoma City, and Rep. Pat Ownbey, R-Ardmore, were the architects of the legislation.

A joint committee of Senate and House members met Tuesday to study state employee insurance plans and how to better serve the health needs of state and education employees while also controlling health care costs to the state.
