• The Senate met Monday, approving a number of appropriations measures and the following bills:

-HB 3026 by Rep. Chris Benge, creates the Commissioners of the Land Office Modernization Act.

-HB 2992 by Rep. John Enns, modifies language related to notices for bids issued by boards of county commissioners, requiring the notice to state manner of payment to the contractor and whether the contractor will be paid in money, bonds or both for making improvements.

-HB 3312 by Rep. Scott Martin, allows a county to use a reverse auction bidding procedure to obtain bids for the purchase of goods or services of any type.

• Senate committees approved the following measures on Monday:

-HB 2753 by Rep. Lee Denney, adds language allowing a school district that has a school site listed on the school improvement list under No Child Left Behind to sponsor a child.

-HJR 1070 by Rep. Harold Wright, proposes a constitutional amendment modifying membership on the Board of State Regents of Oklahoma Colleges.

-HB 1479 by Rep. Eddie Fields, authorizes local school districts to study and assess ways to eliminate, reduce, consolidate and simplify the type, number and length of reports, data, statistics and other information required by federal and state law.

-SB 1890 by Sen. Todd Lamb, prohibits any person for knowingly or recklessly performing or attempting to perform an abortion with knowledge that the pregnant female is seeking the abortion solely on account of the sex of the unborn child.

-HB 2264 by Rep. Mike Christian, makes it unlawful to possess, operate or install a radar detector in a commercial vehicle.

-SB 1287 by Sen. Sean Burrage, requires a petition or application filed in accordance to probate procedures to be accompanied by acknowledged, written consents of personal representatives of any deceased heir, devisee or legatee.

-SB 1882 by Sen. Brian Bingman, extends until June 20, 2013, a tax on the gross value of the production of oil-based one per barrel measurement of 42 gallons of 7 percent if the average price of Oklahoma oil exceeds $17.

-SB 1305 by Sen. Susan Paddack, directs the State Board of Career and Technology Education to increase the number of dropout recovery programs operated by technology center schools beginning with the 2011-2012 school year.

-SB 2109 by Sen. Gary Stanislawski, modifies the calculation for the initial allocation of state aid for schools, foundation program and salary incentive aid by requiring the portion of weighted membership derive from pupils enrolled in online courses to be based on the weighted average daily membership of the preceding school year.

-SB 2055 by Sen. John Sparks, modifies eligibility requirements for certified personnel for the Academic Achievement Award Program.

-SB 1321 by Sen. Jay Paul Gumm, increases the penalty for vendors who willfully or intentionally refuse to honor a consumer’s sales tax exemption from an administrative fine to a misdemeanor and a fine of up to $500 per offense.

-SB 1768 by Sen. Mike Schulz, exempts coin-operated vending machines from obtaining an annual sales tax fee where there is an agreement between the machine owner and a public or private school, church or governmental entity in which the organization receives the revenue from the machine’s sales.

-SB 1966 by Sen. Ron Justice, requires applicants for the Small Employer Quality Jobs Incentive Act meet qualifying employment requirements within 24 months of the date of application.

-SB 2124 by Sen. Mike Mazzei, defines specific support activities for rail transportation and specific support activities for water transportation as “basic industry”.

-SB 2128 by Sen. David Myers, specifies within the Quality Jobs Act that a “qualified federal contract” shall not qualify unless both the qualified federal contractor and subcontractor verify to the qualified federal contractor verifier that they offer or will offer within 180 days of employment of their respective employees, a basic health benefits plan.

-HB 2299 by Rep. Gary Banz, modifies language related to the Teacher Due Process Act of 1990, increasing from three to four the number of semesters a teacher can be hired on a temporary contract.

-HB 2300 by Rep. Gary Banz, requires individual and corporate income tax return forms for tax years beginning after Dec. 31, 2010, to include a provision to allow a donation from a tax refund to Oklahoma Honor Flights.

-HB 2628 by Rep. Tad Jones, removes a prohibition against self-serve fireworks or marketing where retail customers can move among stocks of fireworks.

-HB 2655 by Rep. Daniel Sullivan, repeals language allowing a county employee fully vested with a county retirement system to receive up to four years of credit for time served as an elected city or state official.

-HB 2750 by Rep. Lee Denney, directs the State Board of Education to adopt a social studies core curriculum with courses in Oklahoma history for all students in public schools to include information about the bombing of the Alfred P. Murrah Federal Building.

-HB 2850 by Rep. R.C. Pruett, increases the fee for a fishing and hunting license for nonresidents to $54 annually or $34 for a five-day permit and requires $5 for the fee to be deposited in the Oklahoma Wildlife Land Fund.

-SB 1927 by Sen. Dan Newberry, authorizes a city-county health department to own, acquire, lease or dispose of real property in the performance of local public health functions.

Glenn Coffee, prohibits a contract between a dental plan of a health benefit plan and a dentist for the provision of services to patients from requiring that a dentist provide services to its subscribers at a fee set by the health benefit plan unless the services are covered under the applicable subscriber agreement.

-SB 2230 by Sen. Steve Russell, modifies references to the prohibition against carrying a concealed handgun on school property and technology center school property.

• The Senate met Wednesday, approving numerous appropriations measures and the following legislation:

-HB 3202 by Rep. Don Armes, defines “animal husbandry” and “teeth floating” and provides exemptions for such under the Oklahoma Veterinary Practice Act restrictions.

• The Senate will not meet on Thursday, April 1, but Senate offices will remain open. Senate offices will be closed on Friday, April 2, for Good Friday.
