-SB 635 by Sen. Clark Jolley, directs the State Board of Education to establish the lowest sample size necessary to meet applicable requirements for determining A-F grades.

-SB 267 by Sen. Gary Stanislawski, dissolves the Statewide Virtual Charter School Boards and creates the Statewide Virtual Charter School Commission.

-SB 280 by Sen. Gary Stanislawski, amends language pertaining to student transfers.

-SB 283 by Sen. Josh Brecheen, amends language relating to school district employees.

-SB 419 by Gary Stanislawski, clarifies the definition of “educationally appropriate” in language relating to schools.

-SB 559 by Sen. John Ford, updates statutory references to the Oklahoma School Code.

-SB 638 by Sen. Clark Jolley, allows the State Board of Education to adopt alternative tests by which a student may demonstrate mastery of the desired levels of competencies and allows students who demonstrate mastery on alternative tests to be promoted to the next grade level or graduate regardless of any instructional time requirements placed on the student.

-HB 1094 by Rep. Dustin Roberts, creates the Home Bakery Act of 2013.

-HB 1108 by Rep. Glen Mulready, modifies the Oklahoma Captive Insurance Company Act.

-HB 1700 by Rep. Gus Blackwell, states that for admission into an institution within the Oklahoma State System of Higher Education, two complete years of a vocational-technical program, which participates in a college alliance agreement and allows the student to earn at the end of the program an approved industry recognized license, will meet the requirement for competencies in foreign or non-English language.

-HB 1757 by Rep. Jadine Nollan, amends language relating to school employees.

-HB 1881 by Rep. Ann Coody, creates the School Transportation Task Force.

-HB 1985 by Rep. David Brumbaugh, creates the Oklahoma Port Task Force.

-HB 2078 by Rep. Randy McDaniel, modifies language relating to the Oklahoma Firefighters Deferred Option Plan.

• The House convened Tuesday, approving numerous bills including the following:

-SB 226 by Sen. John Ford, allows students who fail to achieve the requirements necessary for a high school diploma to re-enroll in the school district that denied them the diploma for remediation or intervention.

-SB 156 by Sen. Jim Halligan, requires the State Regents for Higher Education to submit a report to the Legislature with all baccalaureate programs offered in the Oklahoma State System of Higher Education.

-SB 228 by Sen. Frank Simpson, creates the Quality Workforce for Oklahoma’s Heroes Act.

-SB 436 by Sen. Gary Stanislawski, authorizes the board of education of any school district which is contiguous to any other school district located in an adjacent state to enter into contracts with the board of education of the school district located in the adjacent state for the purpose of providing shared administrative services.

-SB 838 by Sen. Ron Justice, modifies language relating to county commissioners.

-SB 1080 by Sen. Rob Johnson, requires post-judgment interest to be calculated at the contractual rate.

-SB 1062 by Sen. Brian Bingman, creates the Administrative Workers’ Compensation Act.

-SB 80 by Sen. Brian Crain, permits county election boards to begin the process of opening and examining absentee ballots prior to 10 a.m. on the Thursday preceding the election at an earlier date and time with the written approval of the State Election Board.

-SB 249 by Sen. Brian Bingman, amends language pertaining to the liability of state or political subdivision relating to the discharge and termination of group insurance.

-SB 433 by Sen. Ron Sharp, exempts from liability where no prior contractual relationship exists any person who in good faith renders or attempts to render emergency care by administering an opioid antagonist based on a reasonable belief or actual knowledge that the victim is experiencing an opioid drug overdose.

-SB 455 by Sen. Patrick Anderson, modifies the language of the oath taken by general panel jury members.

-SB 519 by Sen. Rob Standridge, requires all residents and nonresident contractors shall have in their possession any identification number issued for purposes of Oklahoma workers’ compensation and any contractor who violates or does not comply with rules related to owners, lessees, or renters awarding a contract be liable for unpaid taxes and wages and any other penalties resulting from contract.

-SB 582 by Sen. Rick Brinkley, amends language relating to service liens on personal property.

-SB 775 by Sen. A.J. Griffin, allows the issuing of a temporary handgun license for a period not to exceed six months to any person who has been granted a victim’s protective order by the court.

-SB 854 by Sen. Brian Crain, requires all collective bargaining agreements to include a provision specifying the agreement will not apply to police officers that were found to have used excessive force in performing their duties and were terminated for that act.

-SB 928 by Sen. Rick Brinkley, permits a marriage certificate issued prior to June 8, 2006, to be reissued upon request by the certificate holder to include the full name by which the party will be known after the marriage for each party.

-SB 1090 by Sen. Brian Bingman, modifies statutory references relating to workers’ compensation.

-SB 287 by Sen. Susan Paddack, amends language pertaining to candidacy for public office.

-SB 402 by Sen. Ron Justice, allows an animal control officer to seize a dangerous dog without a warrant under certain circumstances.

-SB 679 by Sen. A.J. Griffin, modifies circumstances that allow taking a child into custody.

-SB 931 by Sen. Ron Justice, amends language relating to agriculture.

-SB 1027 by Sen. Anthony Sykes, amends the definition of a safety zone.

-SB 984 by Sen. Anthony Sykes, provides that deferred prosecution cannot be offered to a person accused of an offense that would require service of 85 percent of the sentence or an underlying offense which would result in a requirement to register as a sex offender.

-HB 1767 by Rep. Todd Russ, modifies persons authorized to countersign certificates of title issued by a company allowed to do business in the state of Oklahoma.

-HB 2045 by Rep. Katie Henke, modifies provisions of the Oklahoma Computer Crimes Act.

-HB 1347 by Rep. Dan Kirby, directs the State Department of Health to require birthing facilities to perform a pulse oximetry screening on newborns prior to their discharge.

-HB 1614 by Rep. Ed Cannaday, requires applicants for disinternment to include notification of owners of the burial space and surviving adult children of the descendent, if other than the applicant.

-HB 1477 by Rep. Jason Murphey, permits the director of the Office of Management and Enterprise Services to adopt rules and regulations related to the exercise of the powers and duties of the director as deemed appropriate and in accordance with the Administrative Procedures Act.

-HB 1660 by Rep. Lee Denney, modifies the calculation of state aid related to online students.

-HB 1719 by Rep. Leslie Osborn, requires the State Board of Education to develop a program to provide training and evaluations for school districts in operation efficiency.

-SJR 8 by Sen. Brian Bingman, requests the president, vice-president and Congress work to eliminate or reform the Affordable Care Act’s health insurance tax and other Affordable Care Act taxes that create higher costs, reduce jobs, and decrease consumer choice.

-SB 254 by Sen. Kim David, modifies language concerning Medicaid and the Oklahoma Medicaid Reform Act of 2003.

-SB 478 by Sen. Charles Wyrick, requires legislative authorization of budgets.

-SB 592 by Sen. David Holt, permits an assisted living center as defined in the Continuum of Care and Assisted Living Act to participate in an informal dispute resolution panel to be offered by the State Department of Health as an alternative to the informal dispute resolution process outlined in statute.

-SB 738 by Sen. John Sparks, amends language relating to public finance.

-SB 374 by Sen. Bill Brown, requires boat rental businesses operating in state parks to have a current valid contract with the Oklahoma Tourism and Recreation Department.

Griffin, removes the requirement that all applicants for licensure as electrologists be required to possess a baccalaureate degree from an accredited college or university, with a major course of study and the satisfactory completion of college courses as determined by the State Board of Electrology pursuant to its rulemaking authority.
