• The Senate met briefly Monday, approving the following legislation.

-SB 1443 by Sen. David Holt, modifies language relating to the registration of sex offenders.

-SB 1746 by Sen. A.J. Griffin, amends language relating to registration and conduct of lobbyists.

-SB 1730 by Sen. A.J. Griffin, amends language relating to a Horseman’s Bookkeeper.

-SB 1744 by Sen. A.J. Griffin, amends language and designates penalties for violations of campaign finance law.


• Senate committees approved a number of measures Monday, including the following.

-SB 1293 by Sen. A.J. Griffin, transfers certain licensing standards from Board of Juvenile Affairs to Office of Juvenile Affairs.

-SB 1821 by Sen. A.J. Griffin, modifies language relating to the Prescription Monitoring Program.

-SB 1900 by Sen. A.J. Griffin, allows law enforcement officials to investigate if a child is allegedly abused while in the custody of the Department of Juvenile Affairs.

-SB 1838 by Sen. Frank Simpson, creates the Task Force on the Effect of Alzheimer's Disease in Oklahoma.

-SB 1206 by Sen. Kyle Loveless, modifies language relating to private food vendors in the State Capitol.

-SB 1812 by Sen. Bryce Marlatt, clarifies language relating to certification of county road mileage.

-SB 1310 by Sen. Eddie Fields, creates the Curricular Standards Task Force.

-SB 1764 by Sen. Josh Brecheen, directs a school district to notify the State Board of Education upon dismissal or resignation of a teacher on certain grounds.

-SB 1663 by Sen. John Ford, directs a sponsor to terminate a charter school contract if the school receives certain grades for a certain amount of time.

-SB 1729 by Sen. David Holt, removes administration of carbon monoxide as an acceptable method of euthanasia for shelter animals.

-SB 1897 by Sen. Anthony Sykes, establishes a mandatory retirement age for judges.


• The House approved several measures Monday including the following.

-HB 2652 by Rep. Lee Denney, modifies language relating to the Oklahoma Environmental Quality Act.

-HB 2582 by Rep. Todd Thomsen, requires charter schools to implement the Oklahoma Teacher and Leader Effectiveness Evaluation System.

-HB 2527 by Rep. Kay Floyd, creates the Domestic Violence Legal Aid Revolving Fund.

-HB 2477 by Rep. Justin Wood, outlines circumstances when the carrying of knives may be permitted.

-HB 2455 by Rep. Mike Turner, modifies language relating to water contracts.


• House committees met Monday, approving numerous measures including the following.

-HB 2929 by Rep. Josh Cockroft, creates the Oklahoma-A STEM State of Mind Act.

-HJR 1079 by Rep. David Dank, would send to a vote of the people an amendment imposing requirements for the approval of tax credits.

-HB 2377 by Rep. Ray Vaughn, increases the monthly expense allowance for commissioned law officers.

-HB 3293 by Rep. Leslie Osborn, enacts the State Employee Pay Act of 2014.

-HB 3020 by Rep. Sean Roberts, modifies eligible purposes for the use of the Quick Action Closing Fund.

-HB 2774 by Rep. James Lockhart, modifies powers and duties of the Director of the Department of Corrections.

-HB 3129 by Rep. Mike Jackson, amending language relating to licensees authorized to sell low-point beer for consumption.

Tuesday, February 25

• The Senate met Tuesday, approving a number of measures including the following.

-SB 1159 by Sen. Patrick Anderson, creates the Bill of Rights Monument Display Act.

-SB 1077 by Sen. Brian Crain, requires that in order for an attorney to claim an attorney’s lien on real property, the attorney shall file a Notice of Attorney’s Lien in the office of the county clerk of the county where the real estate is situated.

-SB 1243 by Sen. Rob Standridge, amends language pertaining to nursing homes and registration requirements.

-SB 1510 by Sen. Rob Standridge, limits the reimbursement amount from the Oklahoma Lifeline Fund.

-SB 1542 by Sen. Brian Crain, states that provisions of the Sex Offenders Registration Act will apply to any person if the offense involved human trafficking for commercial sex.

-SB 1654 by Sen. John Ford, prohibits the State Board of Education from developing and or administering any criterion-referenced test for grades three through eight in any subject not required by federal law.

-SB 1777 by Sen. Frank Simpson, exempts from the ban on smoking in state buildings and on state property state veterans centers which will be designated nonsmoking on Jan. 1, 2015.

-SB 1978 by Sen. Sean Burrage, provides that all income tax credits enacted after the effective date of the bill will expire four years after the enactment unless reauthorized by the Legislature.

-SB 1754 by Sen. Patrick Anderson, modifies language related to insurers licensed in Oklahoma who write commercial insurance.

-SB 1809 by Sen. Ron Sharp, amends language relating to the Oklahoma Certified Real Estate Appraisers Act.

-SB 1715 by Sen. David Holt, creates a public event license for events like large music festivals and charitable licenses for events hosted by non-profits.


• The House approved several measures Tuesday, including the following.

-HB 2070 by Rep. Dan Fisher, creates the Protection of Human Life Act of 2013.

-HB 3198 by Rep. Gus Blackwell, amends the sunset date of OETA.

• House committees approved a number of bills Tuesday, including the following.

-HB 2789 by Rep. Ben Sherrer, transfers certain State Department of Health programs to the Oklahoma Commission on Children and Youth.

-HB 2731 by Rep. Bobby Cleveland, provides punishments for certain instances of assault and battery.

-HB 2351 by Rep. Sally Kern, creates the Common Sense Zero Tolerance Act.

-HB 3399 by Rep. Jason Nelson, prohibits any official of the state to enter into agreement or contract with any federal agency or private entity which in any way cedes state discretion or control over academic content standards relating to public schools.

-HB 3472 by Rep. Jason Nelson, prohibits courts from awarding custody or guardianship of a child to a sex offender.

-HB 2249 by Rep. Jason Nelson, amends language related to divorce.

Wednesday, February 26

• The Senate met Wednesday, approving a number of bills including the following.

-SB 1149 by Sen. Mike Mazzei, creates a sunset date for the tax credit for taxpayers who make a contribution to an eligible scholarship-granting organization.

-SB 212 by Sen. Rick Brinkley, modifies language relating to the Oklahoma Police Pension and Retirement System.

-SB 1195 by Sen. Charles Wyrick, provides that any anemometer tower that is 50-feet in height or higher above the ground, located outside the boundary of a municipality, and whose appearance is not otherwise mandated by state or federal law be marked to be recognizable in clear air during the day.

-SB 1295 by Sen. Ron Justice, permits school districts to determine the extent of student involvement in intruder drills.

-SB 1421 by Sen. Kyle Loveless, prohibits a person required to register under the Oklahoma Sex Offenders Registration Act from petitioning for a change of name.

-SB 1966 by Sen. Anthony Sykes, removes the authority of the Commissioners of the Land to employ private attorneys.

-SB 1223 by Sen. Frank Simpson, creates the Oklahoma 9/11 G.I. Bill.

-SB 1375 by Sen. Susan Paddack, requires OMES to initiate a separate request for the construction of a suitable facility for the purpose of actively rehabilitating juveniles in an academic-model juvenile program.

-SB 1430 by Sen. Mike Schulz, creates the Drought Proof Communities Act of 2014.

-SB 1433 by Sen. Dan Newberry, adds human trafficking to the list of crimes for which a person convicted is required to serve 85 percent of their sentence.

-SB 1462 by Sen. Gary Stanislawski, modifies requirements for statewide virtual charter schools.

-SB 1495 by Sen. Kim David, requires conversion of the Oklahoma Medicaid Program to a managed care system by Jan. 1, 2016.

-SB 1604 by Sen. Mark Allen, creates the Oklahoma Veterans Recovery Plan Act of 2014.

-SB 1680 by Sen. David Holt, allows the Department of Commerce to serve as the lead state agency in establishing a workforce development strategy and plan for the state.

-SB 1686 by Sen. Brian Crain, modifies language relating to discovery master.

-SB 1706 by Sen. Rob Standridge, modifies penalties for misuse of TANF funds.

-SB 1830 by Sen. Corey Brooks, creates the Oklahoma Student Veteran Leave of Absence Act of 2014.

-SB 1833 by Sen. Greg Treat, permits every state agency employing more than 10 full time employees to develop an employee suggestion program to promote efficiency and effectiveness of state government operations.

-SB 1848 by Sen. Greg Treat, allows the State Board of Health to establish abortion facility, supplies and equipment standards as defined in the bill.


• The House met Wednesday, approving a number of bills including the following.

-HB 2730 by Rep. Bobby Cleveland, creates the Oklahoma Extracurricular Activities Accountability Act.

-HB 2455 by Rep. Mike Turner, modifies language related to the annual review of contract rates for water sold by a municipality.


• House committees met Wednesday, approving several measures including the following.

-HB 2670 by Rep. David Derby, prohibits a healthcare facility from employing or contracting for services of a central service technician unless the person holds and maintains a certified registered central service technician credential.

-HB 2555 by Rep. Mike Reynolds, modifies the late filing fee for state or county office.

-HJR 1077 by Rep. Terry O’Donnell, proposes a vote of the people to consider an amendment that provides the Legislature may only consider measures for the appropriation of revenue for the forthcoming two fiscal years to fund the expenses of the executive, legislative, and judicial departments and other such appropriations as may be authorized by the Oklahoma Constitution during each odd-numbered year.

-HB 2540 by Rep. Terry O’Donnell, would make texting while driving a secondary offense.

-HR 1044 by Rep. Jeff Hickman, eliminates the House Calendar Committee.

-HB 2951 by Rep. Marty Quinn, requires any candidate for county office and other persons to complete the training programs and educational seminars through the Cooperative Extension Service at Oklahoma State University.

-HJR 1003 by Rep. Randy Grau, proposes a constitutional amendment allowing during each odd-numbered year, the Legislature to only consider measures for the appropriation of revenue to fund state government and other such appropriations as may be authorized by the Oklahoma Constitution.

-HB 3360 by Rep. Jon Echols, directs the Department of Public Safety to conduct annual inspections of the commercial driver license training school facilities and equipment.

-HB 2581 by Rep. Todd Thomsen, creates the Oklahoma Pension Improvement Revolving Fund.

-HB 3364 by Rep. John Echols, creates a tax credit on the tax imposed for 100 percent of the amount of any and all fines imposed by the Patient Protection and Affordable Care Act.
