Senator Jay Paul Gumm represents
all of Bryan, Johnston and Marshall counties and parts of Atoka
and Coal counties in southern Oklahoma.
He announced his candidacy for the state Senate on Jan. 9, 2002.
He won the Democratic nomination on Aug. 27, 2002, and was the
overwhelming choice in the General Election on Nov. 5, 2002. Senator
Gumm was sworn into office at 10:30 a.m., Tuesday, Nov. 19, 2002
for a four-year term. In 2006, he became the first senator
from District 6 to be re-elected without opposition in a quarter-century.
While in his first term, Gumm was the Senate's "chief presiding officer," a
duty previously held only by senior senators. He is in the fifth year as a member
of the Senate’s Democratic leadership.
Senator Gumm wrote and has seen signed into law dozens of bills
in his six years as a lawmaker. Among his bills signed into law
are legislation to:
• Strengthen Oklahoma’s economy;
• Lower taxes on middle class families;
• Protect Oklahoma’s children;
• Improve public schools;
• Improve conditions for thousands of working Oklahomans;
• Protect Oklahoma’s children;
• Improve public schools;
• Toughen state law on drug paraphernalia;
• Reduce the size of state government;
• Improve health care and make prescription drugs more accessible to needy
Oklahomans; and
• Prevent large cities from draining southern Oklahoma’s water supply.
The senator has also been a passionate advocate to improve health
care for autistic children. In 2008, he introduced “Nick’s Law,” a measure
that would require health insurance cover early diagnosis and treatment of autism.
His work has received state and national attention. The National Journal’s “Hotwire” political
news service says Gumm is one of 10 “rising stars” in Oklahoma politics.
He was also mentioned on the “Flashpoint” television show as one
of the “up-and-coming” leaders in Oklahoma.
Several groups have honored Gumm with special achievement and “legislator
of the year” awards. Among those are:
• Oklahoma Public Employees Association;
• Higher Education Alumni Council of Oklahoma;
• Oklahoma’s Court Appointed Special Advocate (CASA) program;
• Disabled American Veterans of Oklahoma;
• Durant Area Chamber of Commerce;
• Citizens for the Protection of the Arbuckle-Simpson Aquifer (CPASA);
• Preservation Oklahoma, Inc.;
• Tishomingo City Council;
• Oklahoma Association of Mortgage Professionals;
• Oklahoma Bureau of Narcotics and Dangerous Drugs Control;
• Oklahoma Rifle Association;
• Oklahoma Academy for State Goals;
• Oklahoma Association of Realtors;
• Bryan County Federation of Democratic Women;
• TARC, a state organization advocating for the rights of citizens with
developmental disabilities; and
• Distinguished Alumni Award,
Southeastern Oklahoma State University.
Gumm and his wife, Deena, were married April 1, 1995. The Gumms
welcomed their “miracle
child,” Jacob Taylor Gumm, on December 16, 2005. The family makes
its home in the senator’s hometown of Durant.
